India's Semicon India programme, with $10 billion of government incentive committed, targets three semiconductor industry segments: semiconductor fabrication (chip manufacturing in silicon fabs), OSAT (outsourced semiconductor assembly and testing -- packaging chips into usable components), and chip design (VLSI design services). What is OSAT in semiconductors?
OSAT stands for Outsourced Semiconductor Assembly and Test. After a chip is fabricated in a wafer fab, it must be cut from the wafer, packaged into a usable component form (chip encapsulation), and tested for functionality. These packaging and testing steps are performed by OSAT companies. Major global OSATs include ASE, Amkor, and JCET. India's Semicon India programme is primarily targeting OSAT investment as the near-term semiconductor manufacturing anchor.
Does India currently manufacture any semiconductors?
India has limited existing semiconductor manufacturing: SPEL Semiconductor does IC packaging; Bharat Electronics (BEL) does limited chip packaging for defence applications; and some discrete semiconductor manufacturers exist.
